Goal A:  Improve soil quality and land use production in the Flint Hills RC&D area.

• Objective 1 Install soil erosion control practices that benefit 5,000 acres by 2015.
• Objective 2  Seek opportunities to educate and/or demonstrate up to 2 new or innovative natural resource conservation or management systems by 2015.
• Objective 3 Develop at least 2 watershed based water quality protection or improvement plans by 2012 and implement the actions outlined within those plans.
• Objective 4 Indentify and develop at least 2 projects that address water quality, wildlife and/or other natural resource issues by 2015.  

Goal B:  Increase the lifespan of federal reservoirs, lakes, and other water supply sources in the Flint Hills RC&D area.  

• Objective 1 Reduce non-point source water pollution by implementing best management practices on 1,500 acres annually.  
• Objective 2 Implement up to 3 water conservation practices or systems by 2015.
• Objective 3 Construct, improve, or restore at least 2 public or private water sources or watering systems by 2015.

Goal C:  Improve the production and value of land within the Flint Hills RC&D area through sustainable development and use.  

• Objective 1 Improve, restore, or protect 1,000 acres of native rangeland or pastureland by 2015.
• Objective 2 Improve 250 acres of woodland or riparian area by 2015.
• Objective 3 By 2011 initiate an educational program about the value, management, and care of the Tallgrass prairie ecosystem and other land uses and ecosystems as appropriate.  
• Objective 4 Provide food for up to 250 people annually.  

Goal D:  Where appropriate, applicable, and accepted implement 4 projects that address renewable energy, energy efficiency and greenhouse gas reduction systems.  

• Objective 1 Improve the energy efficiency of at least 2 homes, buildings, businesses, or vehicles by 2015.
• Objective 2 Develop at least 1 project that addresses energy efficiency, renewable energy or greenhouse gas reduction system by 2015.

Goal E:  Initiate community development strategies and educational programs that assist up to 2 communities and organizations to increase their capacities through improvement and expansion of services, preservation and development of historical sites, enhancement of human resources, and development and improvement of recreational opportunities.

• Objective 1 Provide grant writing, grant administration, technical and administrative support to at least 5 communities, organizations, units of government, or other eligible entity.   
• Objective 2 Develop at least 2 projects that help address quality of life issues in communities with declining populations.
• Objective 3 Support or develop at least 2 outdoor recreational opportunities by 2015.
• Objective 4 Assist 3 communities, counties, or regional organizations with utilizing federal and state programs for community and rural develop projects over the next five years.
• Objective 5 By 2015 provide at least 3 educational programs that enhance community leadership, expand personnel knowledge and awareness and/or improve life skills.
• Objective 6 Develop at least 2 projects by 2012 that address quality or affordable housing, historic preservation, wealth retention, infrastructure improvements, tourism, or other community development issue.
• Objective 7 Provide at least 5 opportunities to enhance the understanding by urban and rural residents of natural resource management and agriculture over the next five years.
• Objective 8 Continually strengthen and expand the Flint Hills RC&D council’s leadership and capacity through training, council member recruitment, fund raising, financial management, and program development.

Goal F:  Facilitate partnerships to improve local economies and job creation through development, expansion, and retention of 15 businesses.

• Objective 1 Assist at least 15 possible business owners to start a business or 15 existing businesses to expand their business by 2015 that will create at least 20 jobs.
• Objective 2 Assist 2 individuals or groups with the market development of local produce, products, and services over the next five years.
• Objective 3 Assist/partner with local economic development organizations to start, retain, expand, or recruit 2 new businesses to the area over the next five years.
• Objective 4 Assist at least 1 community or business to improve or expand their communications, technology and infrastructure system.
